South Australia at COP28
For nearly three decades, the United Nations (UN) has hosted global climate summits – called COPs – which stands for ‘Conference of the Parties’ to the UN Framework Convention on Climate Change.
The 28th COP (COP28) is being held in Dubai Expo City, United Arab Emirates (UAE) between 30 November and 12 December 2023.
World leaders, government representatives, businesses and citizens attend COP28, which aims to accelerate action towards the climate change mitigation and adaptation goals of the 2015 Paris Agreement and the UN Framework Convention on Climate Change.
The South Australian delegation consisting of Martin Haese, Chair of the Premier’s Climate Change Council and Cate Hart (Executive Director, Environment, Heritage, and Sustainability) from the Department for Environment and Water are attending the COP28 on behalf of the South Australian Government.
The delegation will participate in a series of meetings and events to promote South Australia’s renewable energy credentials, showcase its leadership in renewable energy generation and green hydrogen development, and learn about best practice climate change solutions being delivered around the world.

Two South Australian climate tech companies will join the South Australian delegation in Dubai for the UN climate conference – COP28. Spiral Data Group and Hubble are attending the COP28 as part of the South Australian Government’s participation in the GovTech Global AllianceGlobal Scale Up program (GSUP)
Local Climate Action Summit
On 1 and 2 December, representatives Cate Hart and Martin Haese will attend the COP28 Local Climate Action Summit, a first-of-its-kind gathering to recognize the critical role local leaders play in reducing emissions, addressing climate risk, and supercharging national efforts to move further and faster on climate progress. Hosted by the COP28 Presidency and Bloomberg Philanthropies, the Summit will bring together hundreds of national and subnational climate leaders to transform climate finance, enhance global action, fast-track the energy transition, and strengthen resilience and adaptation at the local level. This Summit is backed by networks of local leaders as well as subnational partner organizations such as the Under2 Coalition. Find out more.
Under2 General Assembly
On 3 December, the Under2 Coalition comprising 173 members, including South Australia, are gathering at COP for the Under2 General Assembly. The Under2 General Assembly is an opportunity for states and regions to share their progress and learn from one another. The day begins with a plenary session on ‘Uniting Leaders, Driving Change’ followed by breakout sessions that touch on key topics such as green steel and concrete, mobilising and scaling finance, climate resilience, methane mitigation and more – see the agenda here.
