Kingscote Wharf Unsolicited Proposal
South Australian beverage company Bickfords Australia Pty Ltd has submitted an unsolicited proposal to the South Australian Government to establish a craft distillery and microbrewery in the Kingscote Wharf precinct on Kangaroo Island.
Bickfords proposes to buy parcels of land in the wharf precinct to develop the microbrewery and distillery and a visitor and function centre. The proposal involves the redevelopment of the former Kingscote Police Station and cells.
The proposal has undergone a preliminary assessment by the Office of the State Coordinator-General.
The Government has now determined to further assess the proposal against the Guidelines for Assessment of Unsolicited Proposals.

The Department of Environment, Water and Natural Resources (DEWNR) is leading this stage of the assessment process in conjunction with other agencies, including the Department of Planning, Transport and Infrastructure (DPTI) and the South Australian Tourism Commission (SATC), as well as the Kangaroo Island Council.
Stage 2 requires the proposal to be assessed to determine if it offers value for money for taxpayers and is of benefit to South Australians. Any relevant legislative requirements will be considered to determine if the proposal is feasible. The development, and any potential sale of Crown Land, will be considered during the process.
The land concerned is currently dedicated to the Kangaroo Island Council as community land. This community land dedication would need to be revoked if the State Government approves the proposal to proceed. This revocation would involve significant community consultation.
The proposal will only be allowed to proceed if it delivers value for taxpayers and satisfies all assessment criteria.
