The EPA has designed a new licence fee structure in consultation with industry and the community. The new fee structure is based on 'user pays' and 'polluter pays' principles, where licence fees reflect the EPA's regulatory effort as well as the amount and type of pollutants discharged to the environment. The fee structure also provides an incentive for water re-use.

Invoices based on the new fee structure are being issued and apply to licences with a renewal or anniversary date on or after 1 July 2008.
